A network is more than a collection of routes – it is a system. Depending on its context and ambition, it can take many forms, but its defining characteristic is always the connections it creates. From theory to practice and from planning to implementation, the success of a cycle route network can be measured by how well it is used and by its ability to encourage more people to cycle. At the same time, even a single missing link can undermine the effectiveness and perceived value of the entire network. This keynote dialogue aims to reconcile different understandings of cycle route networks to align them with one goal: more and better cycling for all.

Herbert Tiemens is a nationally and internationally respected practitioner and thought-leader with over 25 years of experience in cycling policies, city planning and urban design. Based in Utrecht, Netherlands, he works on top-level practices to shape happy cities in the Netherlands and abroad. Currently he is working at the City of Utrecht as liaison for regional planning and international affairs.

Biography
Agathe Daudibon has been EuroVelo and Cycling Tourism Director at the European Cyclists’ Federation (ECF) since 2022. She is responsible for the transnational coordination of the European cycle route network, and contributes to ECF's goal for more and better cycling, with a specific focus on cycle route networks and cycling tourism. Agathe worked on project management related to cycling and cycling tourism from a local authority perspective for about 10 years in France before joining ECF.
