Details

Cycling policies emerged in the 1990s, when a few countries established national cycle route networks, leading to the launch of EuroVelo in 1997. Since then, national cycling strategies have become proper tools to guide cycling developments, with concrete impacts on local projects. The panel will reflect on the way forward and what is needed for cycling to grow further, using four case studies: the Swiss Federal law on cycle route planning, the French National cycling tourism strategy, the new Road Safety Action plan of Norway, and the European-funded Pedal Spain initiative.

Biography

Agathe Daudibon has been EuroVelo and Cycling Tourism Director at the European Cyclists’ Federation (ECF) since 2022. She is responsible for the transnational coordination of the European cycle route network, and contributes to ECF's goal for more and better cycling, with a specific focus on cycle route networks and cycling tourism. Agathe worked on project management related to cycling and cycling tourism from a local authority perspective for about 10 years in France before joining ECF.

Biography

Since April 2025, Mirjam Stawicki has been Project Manager for Non-Motorized Transport at the foundation “SwitzerlandMobility”, with a particular focus on the implementation of the Swiss Federal Act on Cycling Routes. Before, she led the carvelo team, which built a network of over 400 shared cargo bikes throughout Switzerland, and was responsible for carvelo’s digital infrastructure.

Biography

Marit Espeland has worked to advance cycling and active mobility for more than 20 years. She is Norway’s EuroVelo Coordinator and a Senior Mobility Advisor at the Norwegian Public Roads Administration. Marit is responsible for the development and coordination of Norway’s National Cycling Routes and EuroVelo Routes, supporting the growth of cycling tourism and sustainable mobility across the country, and serves as a strategic expert on cycling at the national level.

Biography

Karine Dupuy is an expert in cycling tourism development and destination management, with more than 25 years of experience in territorial development, tourism strategy and public-private cooperation. As Executive Director of France Vélo Tourisme from 2023 until 2026, she has led the transformation of the organisation into one of Europe's most successful national cycling tourism platforms. She has also been EuroVelo Council member from 2023 until 2026.

Belén Calahorro Lizondo currently coordinates ConBici's Technical Office at a national level, managing key projects like EuroVelo NECC Spain and the 23rd Iberian Congress 'The Bicycle and The City'. As a sustainable mobility professional, she channels her passion for cycling into educational and consulting projects that empower others to discover its benefits. Throughout her career, she has collaborated with both public and private organizations to improve urban quality of life and combat climate change.
